About Premier Medical Clinic


  • Dr. Khalil Afsh was transferred to Perry in 1995, and liked it so much that once his contract was up in 1998, he decided to start up his own practice, thus the roots of Premier Medical Clinic were planted.
  • Dr. Bilal Khodr moved to Perry in 1997 and established a pediatric and primary care practice.
  • As the Premier practice grew,an onsite lab and exercise cardiac stress testing machine were added.
  • Soon thereafter, the Premier clinic moved to the old Lockhart building, its current site.
  • In 1999, Dr. Khodr welcomed Dr. Joanna Yao to the Pediatric Practice.
  • In 2000, Randy Hearne, ARNP joined Premier clinic and Lori Hearne, ARNP, joined the Pediatric practice.
  • When Dr. Fred Corpuz joined the practice in 2001, an extension was made to the Premier clinic.
  • Our family grew further with the addition of more ancillary staff.
  • In 2001, the Pediatric and Primary Care clinic became a clinical site for the FSU College of Medicine.
  • In Jan of 2002, Khalil Afsh, PA officially became Premier Medical Clinic, Inc.
  • In 2002, the Pediatric and Primary Care clinic became a clinical site for the UF College of Medicine.
  • The Ultrasound/Echo service was added in 2003.
  • With continued growth, Dr. Toufic Abdo was welcomed to the clinic in May 2003.
  • At that point, it became apparent that PMC, its staff and our patients needed more space. New plans to expand the clinic were put in place.
  • In 2004, the Pediatric and Primary Care clinic became a clinical site for the TMH Residency Program.
  • The construction of a new building enclosing the old building was started July of 2004. Construction was completed in Feb of 2005.
  • The additional space allowed for the addition of X-ray, MRI and Nuclear studies.
  • To meet our community’s need for Women’s Health Care, Dr. Mahinrad joined the practice in July 2005.
  • With over 28 personnel on staff, a drastic restructuring was needed and Vicki Marbas assumed the role of Office Administrator in May 2006.
  • The following few years witnessed the departure and addition of several valued staff and providers. Most notably, we missed the services of Dr Corpuz and Dr. Yao who decided to move to Tallahassee in June 2006.
  • Dr. Yu came to the practice in July 2006, Dr. Sofi joined soon after in August 2006.
  • CT services were added in December 2006.
  • May 19, 2008, Dr. Khalil Afsh transferred ownership of Premier Medical Clinic to Laurie Santana and Dr. Khodr. Dr. Afsh announced his intention to return to Lebanon due to his father’s failing health.
  • May 19, 2008, Dr. Bilal Khodr officially becomes CEO of Premier Medical Clinic and Premier Medical Pediatric Clinic.
  • May 19, 2008, Laurie Santana becomes CFO of Premier Medical Clinic and Premier Medical Pediatric Clinic.
  • June 2008, Lori Hearne, ARNP, left the Pediatric Practice to move to Tallahassee. Hilary Byrd, ARNP joins the Pediatric Practice.
  • July 2008, Dr. Toufic Abdo leaves Premier Medical Clinic to complete his Specialization in Endocrinology.
  • Sept 2009, Dr. Abdul Sofi officially becomes a Managing Partner in Premier Medical Clinic with Dr. Khodr and Laurie Santana.
  • Sept 2009, Dr. Shiva Mahinrad departed the practice, and Dr. Alka Seth joined Premier.
  • Nov 2009, Hillary Byrd ARNP left the practice.
  • July 2013, Dr. Abdul Sofi becomes the new owner of the Medical Practice.
  • January 2014 Dr. Bilal Khodr left the practice.
  • March 2014 Donna Mills, ARNP move to Texas.
  • May 2014 Linda Bickel, ARNP left the Pediatric practice.
  • Celeste Lind, ARNP, Patricia Seagraves, PA and Sheila Hinton, ARNP joined the practice in 2014.
  • January 2015 Pamela Sauls, MD join the practice.

All that time, PMC providers were admitting patients to our local hospital, Doctors Memorial Hospital and taking care of patients in the Nursing Homes/Rehab centers in Perry (Marshall Health) and Mayo (Lafayette Health).

We are grateful to our patients and the community for allowing us all these opportunities to grow. We look forward to more growth with Perry and the surrounding communities in order to meet the needs of our patients.
